Shipping wine from California wineries: reciprocity

Wine Laws

Alabama
Direct shipment is prohibited unless you get written approval before the merchandise is brought into the state. Contact the Alabama Alcoholic Beverage Control Board, 2715 Gunter Park Drive West, Montgomery 36109.

Alaska
Consumers may import from another state a reasonable quantity of wine for personal use and consumption. 

Arizona
Direct shipment is prohibited.

Arkansas
Direct shipment is prohibited. 

California
You may carry in or receive direct shipment up to two cases of wine per month for private use and consumption from states affording California the same reciprocal privilege. Otherwise you may receive up to 2.4 gallons of wine from another state, if you get a permit to receive a shipment from the Department of Alcoholic Beverage Control, Business Practice Office, 1901 Broadway, Sacramento 94818. 

Colorado
You may carry in or receive by direct shipment up to two cases of wine per month for private use and consumption from wineries in states affording Colorado the same reciprocal privilege, but you must purchase the product in person and have it consigned to your home address. Otherwise, Direct shipment is prohibited. 

Connecticut
You may receive by direct shipment up to 5 gallons of wine from any state within any 60-day period for your own consumption, and you may carry in up to 4 gallons of wine from another state tax free. 

Delaware
Direct shipment prohibited. You may carry daily into the state the amount of alcohol exempt from payment of duty by federal law (1 liter).

District Of Columbia
You may receive up to 1 quart of wine per month through direct shipment, and you may personally carry in up to 1 gallon of wine from another state. 

Florida
Direct shipment prohibited. You may carry in up to 1 tax-free gallon of wine from outside the state, and you may receive a direct shipment of wine personally purchased from outside the United States if you pay the excise taxes and obtain a special permit. Forms available from Director of Division of Alcoholic Beverages, Licensing and Records, 1940 N. Monroe St., Tallahassee 32399. 

Georgia
Direct shipment prohibited. You may personally carry in no more than one-half gallon of wine purchased out of state without payment of state excise taxes. 

Hawaii
You may receive up to 5 gallons (3.2 gallons if unsolicited gift) of wine through direct shipment once a year, if you obtain a permit from the Liquor Commission of the City and County of Honolulu, 711 Kapiolani Blvd., Honolulu 96813 ($10 fee). You may carry in without permit up to 1 gallon of wine from another state. 

Idaho
You may receive up to two cases of wine per month through direct shipment for personal use from another state without payment of state tax, fees or charges, if the wine is shipped from a reciprocal state. 

Illinois
You may receive up to 1 gallon of wine through direct shipment per year. If you want to import more than one gallon per year, you must get an importing distributor's license or the written permission of the Illinois Liquor Control Commission, 100 W. Randolph St., Suite 5-300, Chicago 60601. You may receive up to two cases of wine (each case containing no more than 9 liters) per year for personal consumption from another state which affords Illinois licensees an equal reciprocal shipping privilege. 

Indiana
Direct shipment prohibited. You may carry in up to 1 quart of wine from another state.

Iowa
You may receive up to 18 liters of wine per month from a state affording Iowa equal reciprocal shipping privilege. 

Kansas
Direct shipment prohibited. 

Kentucky
Direct shipment prohibited. Shippers will get a warning on first offense and will be subject to felony charges on a second offense. A Kentucky resident traveling outside the state may ship home two cases of wine. 

Louisiana
Direct shipment prohibited.

Maine
You may receive limited quantities of wine through direct shipment if you obtain a $10 permit for every shipment you receive. You may also receive wine through direct shipment form states that afford Maine an equal reciprocal privilege and fulfill certain requirements.

Maryland
Direct shipment prohibited. You may carry in 1 quart of wine at a time tax-free, but not more than 2 quarts per calendar month. 

Massachusetts
You may import wine from another state if you obtain a special permit from the Alcoholic Beverage Control Commission, 100 Cambridge St., Boston 02202.

Michigan
You may receive up to 288 ounces (9 quarts) of wine less than 21 percent alcohol by volume through direct shipment from another state. 

Minnesota
You may receive up to two cases of wine per year, containing a maximum of 9 liters per case, through direct shipment from a winery in a state which affords Minnesota an equal reciprocal shipping privilege. 

Mississippi
Direct shipment prohibited. 

Missouri
You may receive up to 2 cases of wine per year, containing a maximum of 9 liters per case, through direct shipment from a state which affords Missouri an equal shipping privilege.

Montana
Direct shipment prohibited. You may carry in from another state or foreign country up to 3 gallons of wine. 

Nebraska
You may receive up to one case of wine per month through direct shipment from another state. 

Nevada
You may receive up to 1 gallon of wine per month through direct shipment from another state, and you may also carry in from another state the amount of alcohol exempt from payment of duty by federal law. 

New Hampshire
Direct shipment prohibited. But you may carry in from another state up to 3 quarts of wine without a permit, and you may carry in up to 3 gallons of wine if you obtain a special permit from the State Liquor Commission, PO Box 503, Concord 03302. 

New Jersey
You may receive direct shipment of wine from licensed out-of-state producers only if you obtain a special permit from the Division of Alcoholic Beverage Control,CN-087, Trenton 08625. You may also carry in one gallon of wine per day from another state and greater quantities if you obtain a $5 permit from the division and pay the appropriate taxes.

New Mexico
You may receive by direct shipment up to 2 cases of wine per month for private use and consumption from states affording New Mexico the same reciprocal privilege. You may carry into the state any reasonable amount of wine for the exclusive purpose of private use or consumption. 

New York
Direct shipment prohibited. 

North Carolina
Direct shipment prohibited. You may carry in from another state up to 4 liters of dessert wine and up to 20 liters of table wine. 

North Dakota
Direct shipment prohibited. 

Ohio
Direct shipment prohibited. You may carry in from another state up to 15 gallons of wine every three months if you pay the appropriate taxes and fees, and obtain consent from the Ohio Department of Liquor Control, 2323 W. Fifth Ave., Columbus 43204.

Oklahoma
You may receive direct shipment of, or bring into the state, up to 1 quart of wine tax-free.

Oregon
You may receive up to two cases of wine per month through direct shipment without payment of additional state tax, fees, or charges if the state from which the wine is sent allows its residents to receive wine from Oregon without imposition of state tax, fees or charges. 

Pennsylvania
You may receive direct shipment of wine as a gift if you obtain a consent certificate from the Liquor Control Board, Bureau of Licensing, Northwest Office Building, Harrisburg 17124, and pay the appropriate taxes as well as a service charge of 25 cents per gallon. Taxes must be paid before delivery. Certain military personnel may personally carry in tax-free up to 1 gallon of wine lawfully purchased outside the state. 

Puerto Rico
If you are over 18 years of age and traveling to Puerto Rico from the United States, you may bring up to 1 liter of wine once every 30 days. You may import an additional 3 liters if you pay the corresponding taxes. 

Rhode Island
You may receive through direct shipment or carry in up to 3 gallons of wine tax-free from another state. You may import from another state additional quantities if you obtain approval from the Department of Business Regulation of the Division of Taxation, 1 Capitol Hill, Sales and Excise Office, Providence 02908, and pay the appropriate taxes and service charges.

South Carolina
Direct shipment prohibited, though wine may be special-ordered through a wholesaler. You may also bring in up to 1 gallon of wine in personal baggage.

South Dakota
Direct shipment prohibited. You may carry in up to 1 gallon from another state. 

Tennessee
Direct shipment prohibited. 

Texas
Direct shipment prohibited. You may carry in up to 3 gallons of wine from another state once every 30 days if you pay the appropriate taxes. 

Utah
Direct shipment prohibited. If you are moving to Utah, you may possess wine not purchased at a state store if you pay all taxes and markups and obtain clearance from the Department of Alcoholic Beverage Control, PO Box 30408, Salt Lake City 84130. 

Vermont
You may receive prepaid direct shipments of wine if you obtain a permit from the Vermont Department of Liquor Control, Green Mountain Drive, Montpelier 05602, and pay the appropriate taxes. You may carry in from another state without a permit up to 6 gallons of table wine and 8 quarts of dessert wine. 

Virginia
Direct shipment prohibited. You may carry in from another state up to 1 gallon or 4 liters of wine. If you want to carry in larger quantities, you must obtain a permit from the Alcoholic Beverage Control Commission, PO Box 27491, Richmond 23261. 

Washington
You may receive by direct shipment up to two cases of wine per year only from wineries in other reciprocal states. You may carry in from another state up to 2 liters of wine at one time, per month, tax free. You may carry in additional reasonable quantities of wine if you pay all the appropriate taxes and markups, and obtain prior authorization from the Washington State Liquor Control Board, Liquor Purchasing Agent, 1025 E. Union Ave., Olympia 98504. 

West Virginia
You may receive up to two cases of wine per month, not to exceed 18 liters, through direct shipment from any state that affords West Virginia an equal reciprocal shipping privilege.[Map]

Wisconsin
You may receive up to 9 liters of wine per year through direct shipment from a winery in any state which has a reciprocal agreement with Wisconsin. 

Wyoming
You may ship in or bring in 3 liters of wine tax-free.
